Moving to Work (MTW) is a demonstration program for public housing authorities (PHAs) that provides them the opportunity to design and test innovative, locally designed strategies that use Federal dollars more efficiently, help residents find employment and become self-sufficient, and increase housing choices for low-income families. MTW allows PHAs exemptions from many existing public housing and voucher rules and provides funding flexibility with how they use their Federal funds. PHAs in the MTW demonstration have pioneered a number of innovative policy interventions that have been proven to be successful at the local level, and subsequently rolled out to the rest of the country’s PHAs.

Housing Assistance Services include:

Housing Choice Voucher Program: (formerly known as Section 8 Housing) Nearly 1,300 households are provided the opportunity to live in a decent safe and sanitary housing of their choice by receiving Housing Choice Voucher subsidies through this program in eight rural counties as well as the metro county of Cass and the City of Grandview, Missouri.

Waiting List: If you would like to fill out an application to be placed on the waiting list for Housing, please fill out this form and bring to your nearest West Central office location.

Family Self-Sufficiency and Home Ownership Programs:  These programs are offered in conjunction with the Housing Choice Voucher Program.  Over 150 families are participating in the Family Self-Sufficiency Program and many have graduated and become self-sufficient.  A number of families have been able to become homeowners by taking advantage of the Home Ownership Program, which helps the families pay their mortgage rather than rent.

Rapid Re-Housing Program:
rapidly connects families and individuals experiencing homelessness to permanent housing through assistance that may include the use of time-limited financial assistance and targeted supportive services.

Homelessness Prevention Services:  short-term financial assistance for rent, security deposit or utility payments.

Home Energy Audits: 
Weatherization Assistance Program – improve the efficiency of your home and reduce utility costs for renters or homeowners

Home Repair Program – makes improvements or repairs for qualified homeowners

Multifamily Housing:  The agency owns and manages nine Service Enriched Senior Housing communities in Benton, Cass, Cedar, Hickory, Jackson, and St. Clair Counties; two Family Housing communities in Henry County; and one Special Needs Housing community in Cedar County, a total of 399 units of multifamily housing in eleven properties in the region and adjoining area.

Over 80% of the units are senior housing and 12 are for people with special needs.  West Central is also a partner in three other multi-family developments with a total of 72 units. (Locations and contact information listed below.)
