Employees who have Federal Student Loans may benefit from the “Limited PSLF Waiver” if submitted by October 2022

Loan forgiveness is the cancellation of all or some portion of your remaining federal student loan balance. If your loan is forgiven, you are no longer responsible for repaying that remaining portion of the loan. Student borrowers are encouraged to research all loan forgiveness and loan assumption programs prior to going into repayment. 

Resources may be federal, state, or private. 

In October 2021, the U.S. Department of Education announced a change to the Public Service Loan Forgiveness (PSLF) program rules for a limited time as a result of the COVID-19 national emergency. Millions of non-profit and government employees have federal student loans and may now be eligible for loan forgiveness or additional credit through the limited PSLF waiver. But you need to act fast. The special waiver expires October 31, 2022. 

Submit requests to San Francisco State Human Resources by October 3, 2022, to help you meet the submittal deadline.

Limited PSLF Waiver Information

If you previously applied for PSLF and were denied because of your loan type, we encourage you to try again. If you previously applied for PSLF, we encourage you to update your employment certification by completing a PSLF form. 

To take advantage of the waiver, you need to:

  1. Register for an FSA ID if you don’t already have one: create account.
  2. If you have Federal Family Education Loans (FFEL), Perkins loans, or other federal student loans including FISL or NDSL, you will need to consolidate your loans into a Direct Consolidation Loan to qualify for PSLF. Before consolidating, make sure to check to see if you work for a qualifying employer using the PSLF Help Tool. You can consolidate your loans using the consolidation information.
  3. Submit a PSLF form to certify employment for PSLF that you want credit for through the waiver. You can generate a PSLF form using the PSLF Waiver Toolkit.
    • In the PSLF Help Tool, it is important to use the appropriate Federal Employer Identification Number (EIN). Please check with your HR department for the correct EIN for your employer. You can also find it on your W-2.

For all submission types - Download the form from the appropriate website. Complete and sign the form on your computer without the SSN and save it as a PDF file. (You may need to "print" to Adobe PDF or Microsoft Print to PDF.)

To submit the form to Human Resources, use:

  • DocuSign Process

    1. Go to https://account.docusign.com/

    2. Enter your SF State Email

    3. If you've not done so, you will be prompted to enter your SF State ID and password.

    4. Select -Start

    5. Click Send an Envelope

    6. Select Upload to attach your form

    7. Look up your SF State payroll analyst - Payroll Analyst 

    8. In the Add Recipients section, enter the name of your analyst and their corresponding email address.

    9. in the Add Message section, under Email Subject, enter: PSLF Employment Certification Form

    10. Click Next

    11. Click Send

              Your form will be sent to your payroll analyst for processing.

  • Fax Process

Upon HR’s receipt, your form will be processed accordingly. Once the form is completed, the payroll analyst for the department will reach out based on the contact information on the form.
